Let's kick this off with the old tried and true Uralican flag:
Russia
The Russian Republic uses the Federation flag. It had an added shield in the brief Second Federation days.
Baltika
This flag has an interesting history. It was actually going to be the flag of a United Baltic Duchy of Courland (that is, Latvia) and Estonia, that never actually came to exist, but when the Baltic States decided to form a single federal state post-Dispersion, they dug this flag out for usage and made the RL flags of Estonia, Latvia, and Lithuania (as well as Kaliningrad Oblast) state flags.
Belarus
No change.
Ukraine
No change.
Crimea
Simply a version of the old Crimean flag with the coat of arms included. So not really much of a change.
Transcaucasia
Okay, this is a new flag. The green and white stripes and blue canton are a throwback to the Mountainous Republic of the North Caucasus; the seven golden stars are for the seven states (Krasnodar, Stavropol, Adygea, Karachay-Cherkessia, Kabardino-Balkaria, Ingushetia, and Kalmykia) that make up the country, and the Square Eagle is a novel addition.
Abkhazia
No change, except for the fact that Abkhazia is an independent country now in this timeline.
Georgia
No change.
Armenia
No change.
Azerbaijan
No change.
Dagestan
A white chevron with the coat of arms was added to the RL flag.
Nokhchynya
The RL Republic flag of Chechnya was adopted as Nokhchynya's national flag partly to spite the jihadists who flew the old sovereigntist flag in the Ichkeria days
Alania
The flag of RL North Ossetia-Alania became the flag of Alania in this timeline (the flag of South Ossetia is almost identical but has a slightly brighter red that is a bit harder on the eyes).
Novgorod
Now THIS is a throwback flag! It took the coat of arms of the original Novgorodian Republic (the irony here is, next to none of its original territory is actually in the current Novgorod, with the vast majority actually of it being in Uralica!) and put it on a maroon Nordic cross. They did ask first, of course, and the city officials of Velikiy Novgorod (the original Novgorod) had no issue with it. The coat of arms dates to 1385 at the latest, so there is a rich history behind it.
Bashkorto-Tatarstan
An interesting mix of the colours of the RL flags of Tatarstan (green and red) and Bashkortostan (blue, white, and green). There is a government version with the two "ethno-states'" coats of arms, but for the most part, the flag flown is the "Kipchak Saltire," which is the flag's common nickname.
Ural-Altai
Another unused flag was dug out - that of the proposed Greater Ural Republic - turned upside down, and had the coat of arms of the old Altai Republic affixed to it.
Kazakhstan
In spite of being smaller because of losing its northern four states to Ural-Altai relative to RL, the flag is still very much the same.
Uzbekistan
No change.
Turkmenistan
No change.
Kyrygzstan
No change.
Tajikistan

Uyghurstan
The Uyghurs adopted the flag of the East Turkestan sovereigntist movement as their own during the Uyghur-Chinese War during Dispersion, and kept it afterwards.

Torn between two flags:
Couldn't find a good free vector of a tiger or isolate the symbol of the old Khanate of Sibir from its blue background. Both flags use a traditional white-green backdrop.
Tyva

A hybrid flag, taking the blue background and white triangle of RL Chukotka and adding the coat of arms of Kamchatka Krai.
