IGN's Adam Bankhurst has argued that, if Version 2.0 really is the last new content for the game, then Nintendo are stopping updates far too soon:

It's hard to argue against that TBH. After all, the game is massively successful, and it's still less than two years old. Therefore, there's surely a market for more new content, for years to come. To back this up, he brings up The Sims 4, which released all the way back in 2014, but still continues to receive regular content updates. (Myself, I'm not entirely sure that The Sims 4 is the best example, given how costly its DLCs and expansions are - but, I'd rather have that than no new content at all!)
Of course, it could be that Nintendo is working on something even better, that'll be even more successful than further New Horizons updates. But, honestly... I find that hard to believe.
