There are no "scare tactics" being used. Opiates are worse than things like crack cocaine; they are insanely addictive and you can have seizures from going into withdrawal.
The truth is, doctors have been pumping these out like candy without really understanding the repercussions it would cause; especially in a society already plagued by the failed war on drugs.
Drugs, and opiates, destroyed my entire family. Opiates get abused more often than they aren't, and people are starting to lace opiates with fentanyl, and something like oxycontin goes for about $50 a pop, so people will turn to street dealers once their prescription runs out earlier. (which it will, because they're addicts and dependent on it)
As for individuals such as your father, the intended audience, I am sure the tightened and more rigid fashion of processing these drugs and stocking them will not necessarily affect him, as he does not display tendencies to crave substances.
But until you've had the same experience as I had growing up around narcotics, it won't click how much devastation the medical industry caused with this garbage.
