Yeah, I don't think they're really distinct enough to be memorable as two separate 'laws', TBH... if anything, the "Murphy's Law" you describe just sounds like a special case of "Finangle's law".
Although, I do wonder why it's popularly known as "Murphy's Law" (or "Sod's Law" in the UK), and not "Finangle's Law". Is it just that the latter term doesn't roll off the tongue very well ?
That actually comes down to culture. at some point early on when murphy's law and finagle's law were in the public consciousness people just shortened Murphy's law from if a result has multiple outcomes then the someone will find a way to make the worst happen to, anything that can go wrong will despite finagle's law already holding that one. Mostly because Murphy was more well known in technical circiles and then public journals while finagle's law was mostly known by people who liked Heinlein.

Hanlon's razor: Never attribute to malice what can be explained through stupidity.
when you combine the four it's kinda scary how easily they describe the answer to why most problems happen. But all four go together really well in explaining that crap happens, usually because the option for it to go wrong exists, and usually because the person who makes it happen simply is ignorant of the facts or truth of the matter.
if a cable isn't keyed and says this side up. More than likely someone will put it in upside down simply because they don't see the words this side up. they didn't do it intentionally or on purpose, but that's why the device now has smoke coming out of it...
this is an example of all four coming together to explain the how and why of a problem.
