What makes you think they’re more powerful? Somali pirates have notoriously poor nutrition.

I would take 16th/17th century pirates with modern weapons over Somali pirates.

The difference is, they at least had a code, and we're generally better organized, especially those with a letter of marque.  Plus unlike the Somali they could just bombard the shore with cannons.

The Somali are a poor imitation at best and would wilt under Black Beard's stare.

That being said, the battlefield is important here.  Are they on land, at sea, on islands? We need more info because the it's or the Somali would have an advantage depending on terrain.

Yeah, I think I'd go for the IRA in this battle. Even if they didn't have a weapons advantage, I suspect they'd have superior organisation which would put them over the edge.
