I mean, while it's true that it would be possible to have a steeper street, it's not entirely practical. Baldwin Street is very steep and almost feels like you're scaling a cliff. The reason it was built there was because the land rights were sold to people before they arrived in New Zealand and the Scotsmen who bought them were too stubborn to change their building plans. It is quite unnecessary to fight over who has the steeper street, because, in the long run, we can all freely admit that they're both ridiculously steep and annoying (or positively hazardous, depending on how you want to look at it) to traverse when there's a frost.
